Tax question for 2009 year?

Does anyone know anything about the offset hotline, Our refund was taken last year and we still haven't paid student loans off but we consolidated. My question is when I call 1-800-304-3107 line it still is referring to last years offset and I'm trying to find out if there is a offset this year 2009 taxes. Why are they still referring to 2008 in a new tax year.
