Can the United States or any subset of it ever return to the principles of the nations founders, minus slavery?

Small central government, weak President, powers not expressly granted to the federal government in the Constitution reserved for the states of the individual, gold standard, low taxation, allodial title property rights, no unlawful searches and seizures.
